Settlement lifecycle

Monthly settlements in Domflow use a simple lifecycle:

• Draft: prepare and edit line items.
• Published: lock values for tenant visibility.
• Closed: finalize period and prevent further changes.

Using this flow every month keeps financial reporting predictable.
